i sometimes, see this option.... whats the purpose.. ? why spend 100 bucks more for it?

Ceramic coating lasts longer than a chrome finish. It won't flake off when the headers get hot and I also heard its supposed to be a little better as far as HP and performance

Droptop is right about the ceramic being a more durable finish than chrome or high temp paint. It also insulates the header as well by acting as a thermal barrier. Some manufacturers only coat the outside which works well but it's best if they're coated both inside and outside. If your headers only come coated on the outside, you can send them off to Jet Hot to have them coat them inside and out. You'll pay more up front but you shouldn't have to worry about your headers for the life of the car. You can also look into stainless headers with or without coating but you'll definitely drop some coin on those.
